Block Chooser Redesign (0.21.3 Alpha)

The block choose dialog box got a big face-lift for this update.  It should be easier to find things now, especially in those long lists, such as blocks and furniture.  Instead of horizontally scrolling a single line of items, it now displays each item type as it's own tab, with three columns and a vertically scrolling view.  Additionally, I went through the tabs and tried to make them more consistent and attractive.

Each placeable item will now display a tool tip when the cursor is hovered over them.  This will display the name, description and categories for the item.
