Another Actor Bugfix (0.13.1 Alpha)

This update brings one small change: Actors that are placed at or moved to invalid coordinates will be forced close enough to the edge of the world that physics will push them into the world.
The main purpose of this change is to ensure that worlds never have hidden Actors floating around outside the edges.
